Launched on August 15, 2018, by the Hon’ble Chief Minister of Odisha, the Biju Swasthya Kalyan Yojana (BSKY) is a transformative program aimed at providing universal health coverage. The scheme focuses on protecting economically vulnerable families and women from falling into poverty due to high medical expenses.

Objective:

The main goal of BSKY is to shield economically disadvantaged families from catastrophic health expenditures that could push them into poverty.

Key Features

  • Cashless Healthcare in Empanelled Private Hospitals: The state government covers the cost of healthcare for identified economically vulnerable families in empanelled private hospitals, offering an annual health coverage of ₹5,00,000 per family. Additionally, women members receive an extra ₹5,00,000 once the initial limit is exhausted.

Since its launch, BSKY has significantly advanced Universal Health Coverage, with over 4.5 million instances of cashless treatment provided monthly.

Administration and Feedback

The Chief Minister emphasizes maintaining citizens’ dignity while accessing government program benefits. The Mo Sarkar Feedback System, part of this initiative, allows direct feedback from beneficiaries and stakeholders regarding the program’s implementation. Citizens can provide feedback via the Mo Sarkar Call Center at 14545.

Benefits

Families with a BSKY Smart Health Card, NFSA, or SFSS card can access cashless inpatient and daycare treatment for procedures covered by the scheme. This applies to empanelled hospitals both within and outside Odisha, up to the annual coverage limits.

  • Coverage Amounts: ₹5,00,000 per annum per family, with an additional ₹5,00,000 for women members after the initial limit is reached.

Packages

The updated list of packages under BSKY is available on the official website, www.bsky.odisha.gov.in.

  1. Reserved Packages: Only available in government healthcare facilities. These cover minor ailments, diseases under national health programs, and specific surgical procedures.
  2. Referral Packages: Can be availed only upon referral by the appropriate authority. The updated list is available on the BSKY website.
  3. Open Packages: Beneficiaries can directly seek treatment in any empanelled private hospital if deemed suitable by the treating doctor.

Eligibility

Holders of BSKY Smart Health Card, National Food Security Act (NFSA) Card, or State Food Security Scheme (SFSS) Card are eligible.

Referral Process

Patients may be referred to empanelled private hospitals if:

  • The required procedure is unavailable at a government facility.
  • There is a long waiting time at a government facility.
  • Immediate referral is necessary due to an emergency.

Referral authorities are decentralized up to the Sub-Divisional Hospital level:

  • District Headquarters Hospital: CDM & PHO/District Medical Officer-cum-Superintendent and concerned Specialist
  • Sub-Divisional Hospital: Superintendent and concerned Specialist
  • Government Medical Colleges & Hospitals: Superintendent and HoDs of concerned departments

Application Process

Offline Enrollment

There is no direct enrollment process. All families covered under NFSA/SFSS within Odisha are eligible.

BSKY Smart Health Cards

The government distributes BSKY Smart Health Cards to each family. Beneficiaries can also collect their cards at designated Mo Seva Kendras by presenting a valid NFSA/SFSS Card.

Required Documents

For cashless inpatient and daycare treatment:

  • BSKY Smart Health Card / NFSA Card / SFSS Card

For annual health coverage of ₹5,00,000 per family and ₹10,00,000 for women members:

  • Biju Krushak Kalyan Yojana (BKKY) Card
  • Below Poverty Line (BPL) Card
  • Antyodaya Anna Yojana (AAY) Card

Note: Low-income families without these cards must provide a valid income certificate (annual income below ₹50,000 in rural areas and below ₹60,000 in urban areas) at the empanelled hospital.
