The Pradhan Mantri Awas Yojana Urban 2.0 (PMAY-U 2.0) is a flagship initiative by the Government of India aimed at addressing the housing needs of urban residents. Launched for a five-year period starting September 1, 2024, the scheme offers a robust framework for constructing, purchasing, or renting houses under four distinct verticals.

Key Features of PMAY-U 2.0

  1. Housing for All Segments: PMAY-U 2.0 is designed to support urban families without a permanent house. It emphasizes inclusive development by covering EWS, LIG, and MIG families, ensuring that vulnerable groups like women, senior citizens, persons with disabilities, and minorities are prioritized.
  2. Four Vertical Implementation:
    • Beneficiary Led Construction (BLC): Financial assistance for building homes on land owned by beneficiaries.
    • Affordable Housing in Partnership (AHP): Collaboration between government and private entities to construct affordable housing units.
    • Affordable Rental Housing (ARH): Rental housing for urban migrants and workers.

The primary goal of PMAY-U 2.0 is to eradicate homelessness in urban India by providing permanent housing solutions. Additional objectives include:

  • Enhancing the living standards of urban residents.
  • Promoting gender equality by prioritizing female ownership.
  • Ensuring inclusivity with special provisions for vulnerable groups.
  • Improving urban infrastructure and fostering economic development through large-scale housing projects.

As of now, the scheme has successfully facilitated the construction of over 2.62 crore houses under the original PMAY initiative. PMAY-U 2.0 builds upon this success to widen its reach and deepen its impact.

 

Eligibility Criteria

To benefit from PMAY-U 2.0, applicants must meet the following requirements:

  1. Residency: Applicants must be permanent residents of India.
  2. Income Limits:
    • EWS: Annual income up to ₹3 lakh.
    • LIG: Annual income between ₹3 lakh and ₹6 lakh.
    • MIG: Annual income between ₹6 lakh and ₹9 lakh.
  3. Housing Status: Applicants must not own a permanent pucca house in any part of India.
  4. Priority Beneficiaries:
    • Widows and single women.
    • Persons with disabilities (Divyangjan).
    • Senior citizens and transgender individuals.
    • SC/ST families, minorities, and marginalized communities.
  5. Special Conditions: Beneficiaries who received housing assistance in the past 20 years are ineligible. Additionally, all applicants must possess an Aadhaar card or Aadhaar Virtual ID.

Coverage and Flexibility

PMAY-U 2.0 extends its coverage to all statutory towns listed in the 2011 Census and any newly notified urban areas. This includes areas managed by industrial development authorities or special planning agencies. States and Union Territories (UTs) have the flexibility to adjust house sizes between 30 and 45 square meters and include additional cities subject to approval from the Ministry of Housing and Urban Affairs (MoHUA).

  1. Planning and Reform: States/UTs must draft an Affordable Housing Policy and sign a Memorandum of Agreement (MoA) with MoHUA to access central assistance.
  2. Demand Assessment: A detailed survey identifies housing demand, and eligible beneficiaries register on a unified web portal. Special focus is given to marginalized groups.
  3. Approval and Construction:
    • States submit proposals to MoHUA after obtaining approvals from local sanctioning committees.
    • Projects are monitored through geo-tagging, ensuring accountability at every stage from foundation to completion.
  4. Transparency and Accountability: Houses are allotted through transparent mechanisms, ensuring fairness and prioritizing those in need.

  2. Select the “Apply Now” option and enter your Aadhaar number or virtual ID.
  3. Fill out the application form with accurate details and upload the required documents.
  4. Review your application and submit it.

  1. Visit the official website and click on the “Track Status” option.
  2. Choose to track via “Name, Father’s Name & Mobile No” or “Assessment ID.”

Verticals Under PMAY-U 2.0

  1. Beneficiary Led Construction (BLC): This vertical supports families in constructing new houses on their own land. Beneficiaries receive financial aid disbursed in installments based on construction progress.
  2. Affordable Housing in Partnership (AHP): AHP facilitates public-private partnerships to build affordable housing units, ensuring that at least 25% of the houses in each project cater to EWS families.
  3. Affordable Rental Housing (ARH): ARH focuses on providing affordable rental housing for urban migrants, industrial workers, and laborers, ensuring hygienic living conditions with basic amenities.
  4. Interest Subsidy Scheme (ISS): Eligible beneficiaries can avail themselves of subsidies of up to ₹1.8 lakh on housing loans, making home ownership more accessible.

Funding Mechanism

The scheme is funded through contributions from the Central and State Governments, as well as beneficiaries. Specific funding patterns vary across states and verticals, with central assistance ranging from ₹1.5 lakh to ₹2.5 lakh per unit.
